Hi Nigel, that deflection looks much like (from memory) the up-travel of a Piper 'stabilator' as on Cherokee or Seneca etc. I just looked online - the PA28 has 18° up, but only 2deg down. The BD-4 looks as if it might have a shorter tail moment than the PA28, too.

All flying stabilators could not  be expected to be as powerful as those with elevators - due to the camber changing capabilities of the elevator combined with the change in AOA.

Thus all flying stabs need larger angular displacement. However they do have the advantage of  easy adjustments to the decalage.
